A report produced by Gladwyn Jebb on the organisation, activities, and future of the Special Operations Executive (SOE). The report discusses the organisation and objectives of SOE; morale in occupied Europe, and the need to take advantage of the opportunities offered by its current state; the necessity for subversive operations; departmental control of propaganda; direction of sabotage operations; agreements with other secret departments over divisions of responsibility; and lists of possible sabotage targets in Germany and Italy, including transportation networks, oil supplies, and natural resources.
