To sum up:We consider that, both because of the need for a properly constituted Inter-Services Security Board to be in operation at the time that the planning for any specific operation is begun, and because there appears to be a definite need for work which can only be undertaken by such a Board, even when no preparations for specific operations are being made, it is most desirable that a permanently constituted Inter-Services Security Board should be established, and that close co-operation between this body and any similar organisation which may be established by the French, should be ensured by means of an exchange of liaison officers.
