ANNEX II THE COMMUNIST PARTY AS A FIFTH COLUMN IN THE EVENT OF WAR WITH RUSSIA It is clear that the situation of the Communist party in the event of war with Russia its numerical strength sense of determination and general morale would necessarily be dependent in large measure on the chain of circumstances leading up to such an outbreak and in particular on the warmth of popular support for a British Government's decision to fight. Any attempt to estimate the danger presented by the Party as a Fifth Column in a war with Russia must therefore be preceded by an assumption consisting of a wholly arbitrary selection of one from the innumerable possible sequences of events.
