During the coming winter it is not thought that (a) There will be an organisation capable of coordinating and directing anti-British activity by members of the dissatisfied classes, or indeed of providing arms in any appreciable quantity, so that the possibility of a large-scale co-ordinated operation can be discounted. (b) As Nazi plans for post-occupational resistance have failed to mature on any significant scale, opposition from the remnants of the Nazi Party and its affiliated organisations such as the Hitler Youth will be local, sporadic and unco-ordinated; (c) There will emerge any non-Nazi but anti-British organisation willing and able to direct such a campaign.
