Insofar as the British Zone is concerned the position is further aggravated by the presence of large numbers of Displaced Persons. 7. The key to the economic problem in the British Zone lies in the serious food problem which has arisen in the Ruhr, which area also provides the key to the coal position. Unless we can supply the coal we cannot reopen the fishing industries or manufacture sugar from the sugar beet harvests, or start up the milk processing and cold storage plants.
