The present operable tonnage of ships has been reduced to 1,300,000 g.r.t. Moreover, the effectiveness of the tonnage is curtailed by the need for conveying and the blockage of ports by mining. In the Islands of Japan, railroads and roads, supplemented by Inland Sea and coastal shipping, are now capable of carrying the minimum amounts of essential industrial and military freight available. However, when disrupted by aerial attacks, war production in the Islands will be further curtailed. The Japanese realize this danger and have set up eight Regional Administrations with sweeping powers to maintain self-sufficient economies within the Islands.
