4. Since our information about the Russian treatment of the German civilian population is incomplete and even contradictory, any conclusions drawn from it can at best be tentative, The following considerations are offered as a possible explanation if these first reports prove true. Firstly, the Russians are better able to feed the Germans remaining in their area. They have occupied the grain producing areas of Central Europe. Large parts of the population fled from their zone; displaced persons are far fewer; and the Russian bag of prisoners is probably one quarter the size of that of the Allies.
