3 This does not mean that he would not be sufficiently opportunist to turn the situation to political account, as he has done in the past, should events offer any prospect of success. He seems, however, to appreciate that any overtures for a separate peace would be doomed to failure unless made at a moment when the military position was more favourable. Furthermore, they would be regarded as a sign of weakness and would be exploited by the Allies in their propaganda, with a demoralising effect on the German forces and home front.
