ANNEX TREND OF PRODUCTION 1. It is reported that production generally had been gradually rising from the beginning of the war until the end of 1943, and that from early 1944 the rise became very marked, particularly in June and July. Comment. In 1943, in addition to other limiting factors, the allied air offensive was steadily increasing and we know that the falling productivity of labour was beginning to give the authorities real concern. While in a few industries (e.g. aircraft) there is known to have been a rise in production this year, we believe that this can only have been achieved at the expense of other industries.
