(ii) Available for counter-attack in the early stages. whereas in our last report our estimate was the equivalent of eight to nine, we now estimate it to be the equivalent of about nine full strength first quality divisions from France and the Low Countries. In addition the Germans might reinforce the assault area with some defensive divisions from less threatened sectors. They might also reinforce with a certain number of Flak units from the interior of France for employment partly in ground fighting.
