The general deterioration of Germany's position and above all the air bombardment are steadily undermining civilian morale, but fear of the consequences of defeat and of the Gestapo and the absence of any organised opposition prevent the people from giving active expression to their growing recognition of the inevitability of defeat. It may be that with talk of the secret weapon some hopes are being built on the long deferred retaliation against England. There is no evidence that the military leaders are planning to impose a change of regime or that there is any other party in a position to do so.
