5. Conclusion Our answer to the question, therefore, is that we can see no sufficient advantage to outweigh the very considerable risks involved in extending greater latitude to the Special Operations Executive in Spain at the present time. At the same time we see no objection to the Executive making discreet preparations outside Spain for action which could be taken in the unlikely event of a German invasion; nor do we see any objection to a limited extension of activities in Navarre, provided these are known to have the approval of His Majesty's Ambassador at Madrid.
