8. We consider American figure in your para. 7 of 2,447,198 is far too low even assuming that it excludes medical casualties. If estimate has been calculated on basis explained by American representatives in October, you should note that we do not accept that basis. C. RUSSIAN FRONT 9. If Germans are able to stop present Russian offensive, to withdraw from Caucasus, to disengage from remainder of present front and to make orderly withdrawal without serious loss of men, material and fighting efficiency in their own and particularly satellite armies, it is conceivable that Germany could hold a shortened line against attacks of Russian armies with fewer troops.
