5. ANTICIPATED GERMAN PRODUCTION OF REFINED PRODUCTS The restoration of crude oil production in the fields must precede by some considerable time the restoration of properly integrated refineries. The Germans will no doubt install small movable refining units which will be sufficient to provide for the immediate uses of the occupying troops and reconstruction gangs, but the refining of the bulk of the crude oil recovered from the Caucasus will have to be done elsewhere for at least two years. The largest and nearest surplus refining capacity is 4/5,000,000 tons a year in Roumania, and there can be little doubt that the Axis powers would aim at refining the bulk of their Caucasus crude in the Roumanian refineries.
