MOST SECRET CYPHER TELEGRAM From: War Office. To: M.I.C.E. IMMEDIATE. Your 5094 cipher 27 Sep. (a) Information regarding Sicily somewhat scanty but reports indicate feeling against Fascist regime which never popular in Island is widespread and probably stronger than elsewhere in Italy. Necessary during past year exchange large numbers Civil Servants between Sicily and Northern Italy. Military formations and units in Sicily both active Divisions and Coast Defence and A.A. troops, etc., are to great extent made up of men from elsewhere so that this anti-Fascist feeling unlikely to be as strong among military as among civilians.
