(e) There are, of course, certain distinct advantages in handling W/T traffic through one Service only; in particular, the number of cipher personnel who become aware of the operation is greatly reduced. On the other hand it may well, in the case of a major operation, be impossible for one Service to handle all the traffic. (f) So far as Ministries and Departments other than the three fighting Services are concerned, we are strongly of the opinion that communications from the interested parties should on these occasions be passed through the communication channels and in the codes and ciphers of one of the three fighting Services, except in such cases where no security gain would result.
