The present dispositions of the French and Spanish Air Forces are set out in Appendix 'A'. Reserves of ammunition and gasoline on both sides are small and neither air force under present circumstances would be capable of a sustained effort for more than a very limited period. 3. Argument (a) General. The Spaniards do not enjoy a sufficient preponderance of force to make it safe for them to attack the French zone unless (a) they are assured of substantial military assistance from the Axis or (b), the Axis brought such pressure to bear on the French as to compel the latter to capitulate to Spanish demands, or (c), the Spaniards considered that an Axis victory was certain beyond all doubt.
