A Certain Operation - Information for the Force Commander. Note by the Secretary

It is unlikely that the Spanish Government would allow such a move except under a German military threat and accept an open break with the Allies. They might do so if the Allies had already attacked Spanish Morocco. The Germans would be unlikely to press for permission unless they were in a position at the same time to move substantial forces into Spain to guard the aerodromes in the South and to put the necessary pressure on the Spanish Government. In any event it is unlikely that the Germans would operate aircraft from Spanish Morocco.
