A N N E X 42/815. MOST SECRET COLONEL CAPEL-DUNN In reviewing all the implications of Operation "Torch" the Joint Planning Staff require to examine the possible reactions of Vichy overseas possessions in other parts of the world, in order to determine what precautions or counter measures we should take. The Joint Planning Staff would therefore be glad of the opinion of the Joint Intelligence Sub-Committee on the possible counter action against the United Nations of Vichy authorities in the following places (a) West Africa, with particular reference to the crews of the French Fleet now in Dakar.
