Conclusions (a) The sooner the operation can be launched the better the chance of success. Some of the most favourable conditions which should be present in October such as surprise, lack of German reserves in the west, and Spanish resistance to German pressure, might by November have ceased to exist. (b) Some loss of efficiency in the proposed operations, resulting from preparations having been accelerated might be more than compensated in the initial stages by German inability to take effective counter-measures particularly in the air.
