A Simultaneous Move by Japan against Siberia and Thailand (SIAM). Report by the Joint Intelligence Sub-Committee

Russian Far Eastern armies. Japan could increase those forces appreciably by early September but has no prospect of building up a superiority of force sufficient to give her any reasonable chance of success in Siberia unless Russia had collapsed or withdrawn a substantial part of her forces. (e) The Japanese air forces available for operations against Russia in the Far East and Thailand (after providing the forces necessary for home defence and commitments in China) would be insufficient to give Japan such local air preponderance as would compensate for the relative weakness of her land forces.
