Therefore it seems probable that Germany would set up a number of separate states in the part of Russia occupied by her. 4. In any event Germany would be likely to constitute some form of central government in Moscow which might be represented as an alternative national government to Stalin's regime. 5. The degree of German control over this occupied territory would vary according to Germany's needs in each area. Control would be most in evidence in those territories whose produce was required by Germany or where centres of Soviet resistance still existed.
