6. The recent set back to Germany, due to the Italian reverses is making it even more encumbent upon her to press on with her attempts at economic blockade of this country. Occupation of the Atlantic ports and coastline of Spain and Portugal would be of great assistance for this purpose. Not only would it enable the operations of German submarines to be extended, but Germany would be well placed to close the western end of the Mediterranean by air action even without an attack on Gibraltar. Moreoever, a subsequent occupation of Dakar and the West African coastline would be correspondingly nearer.
