At their meeting* on the 4th September the Cabinet "invited the Chiefs of Staff to report to what extent an extension of the Far Eastern hostilities to Indo-China would be likely to cause military or economic embarrassment to Japan, on the assumption that effective resistance was offered by the Government and population of Indo-China, aided perhaps by the Chinese".
