4. I am unable to prove to the contrary since such towns were practically deserted when I saw them. I can only say that Head of Mission and I and all of our staffs are completely satisfied that after destroying factories and means of communication the German Air Force was given deliberate task of terrorising civilian population in non-industrial zone one hundred miles or more behind front with purpose of making civil Government impossible. I would emphasize that excuse of inaccuracy is unacceptable since in these areas there were no anti-aircraft guns or Polish aircraft and German aircraft could fly very low.
