In accordance with Conclusion (b) of the (40) 10th Meeting of the Sub-Committee, instructions for the agents who were to be sent to make advance security arrangements at the ports of disembarkation, had been prepared. These instructions (Appendix B to the fourth Report by the Security Board) wore agreed to, but it was stated that there was some difficulty over the cover under which these agents should travel, since this affected the question of obtaining the necessary visas for their passports.
