During discussion on this Paper the following main points were made:(1) BRIGADIER ALLEN considered that the statement in the second sub-paragraph of paragraph 5 of J.I.C.(40)332 was incorrect. Even in a completely segregated port secrecy with regard to the movements of convoys and expeditions would not be ensured; such secrecy depended on a number of factors besides what took place within the ports. (2) Of the existing ports available for military embarkation big transports could only use the Clyde, Mersey and Avonmouth.
