THE DIRECTORS OF INTELLIGENCE were all in agreement with the necessity of providing some such body. The following are the general points which were made during the discussion. There appear to be, generally speaking, two forms which an "enemy syndicate" might take. TYPE A. A body to represent the German Supreme Command The Fuehrer and his Staff in fact charged with the duty of working out probable Axis policy and major strategy, and working out enemy plans on broad lines, for several months in advance.
