The Ministry of Home Security were greatly in favour of controlling publicity with regard to air raid damage. During the coming winter, should invasion not come off, the Germans were certain to try and attack British morale in every possible way. In this respect the cumulative effect of an ill-balanced picture of air raid damage would be an important factor. It was important to strengthen the hand of the Ministry of Information so far as possible in controlling publicity in this matter. THE SUB-COMMITTEE agreed:(a) that J.I.C.
