1. SECURITY OF OPERATIONS. THE SUB-COMMITTEE had under consideration J.I.C. (40) 264 being a Memorandum by the InterServices Security Board, to which was attached a Minute by the Prime Minister on the question of Security. MR. CAVENDISH BENTINCK said that the Foreign Office were on the whole in agreement with the Memorandum. There was already a Security Officer on the Foreign Office staff who combined this function with that of Supervising Under Secretary to the Communications Department. With regard to the points raised in the Prime Minister's Minute regarding the desirability of strictly limiting the number of persons having knowledge of plans, this was particularly difficult in the Foreign Office as a number of different Departments were usually affected.
