(a) Information about preparations for, and probable starting points of, an impeding invasion: This was required by the Cabinet; also by the Air Ministry and the Admiralty. This intelligence was now provided by the Combined Intelligence Committe, (to be strengthened). (b) Operational intelligence concerning an invasion actually under way and approaching our shores. Required by the Admiralty and Air Ministry in order that they could fight the battle to defeat the invaders before they landed, and also to deal with subsequent reinforcements on the way.
