Organisation was not designed to cover so wide a subject; it was inadequate for the purpose, and steps must be taken urgently to organise an adequate system. A long discussion then ensued, during the course of which it became apparent that two main issues were involved:(a) Means by which an early warning of invasion might be given. (b) Means of organising a system for collection, collation and transmission of information regarding invasion. Means by which an early warning of invasion might be given.
