that it was desirable that the Joint Intelligence SubCommittee should be given an opportunity of seeing such Papers before they were submitted to the Chiefs of Staff, in order that they might satisfy themselves that the information on which they were based was, in fact, in accordance with the combined views of all the Intelligence Departments concerned. It was considered moreover that if all Papers prepared by the Joint Planning Sub-Committee could be seen by the Joint Intelligence Sub-Committee while they were still in draft form, this would ensure that the Joint Intelligence Sub-Committee, and bodies such as the Inter-Services Security Board working under it, would be kept fully informed of all plans contemplated.
