He felt, therefore, that it would be possible for M.I.R. to obtain the agreement of other Departments interested and put forward definite schemes to the Sub-Committee without it being necessary to establish a formal Board for this purpose. He also stressed the desirability of restricting the knowledge of any such projects to the minimum number of people. For this reason, he suggested that any meetings of the Sub-Committee held to consider such projects should be attended only by those officers who were directly concerned.
