No matter what regulations are put into force regarding flying areas other than the prohibition of flying over very vast areas, if people wish to see and photograph from the air they will find a method of doing so, and it is suggested that more practical methods of obtaining security from air espionage might be devised on the following lines:(a) encourage the co-operation of the several air-lines, civilian pilots and the Press, by abolishing all prohibited areas and photographic areas with the exception of the areas referred to in paragraph 1(iv).
