representative should take a leading part in the preparation of reports, it seems that, if only one person is available to work on them, they will either take a long time to compile, or alternatively, the evidence will not be thoroughly sifted. It is urged that a Committee on Air Warfare should be set up on a more permanent basis than that on Spain, in order that correct conclusions may be reached and agreed upon by the various Departments of State. It is, therefore, suggested that a standing SubCommittee be formed as soon as practicable, consisting of representatives of Home Office (Air Raids Precautions), Admiralty, Air Ministry, War Office, and (if they think fit) the Foreign Office, to study and compare the effect of the Air Weapon in wars in progress; and that the members of the Committee should be free from routine duties in their departments.
