We have, however, attached as Annex I to this Paper, a selection of typical reports, in the form of brief summaries, received from various sources. 7. Before expressing an opinion as to the reliability of the reports referred to in the Foreign Office letter, we wish to make the following observations regarding the second point on which we have been instructed to report, referred to in paragraph 2(ii) above. 8. There is no exclusive information available to us on the subject and it would appear that the Foreign Office are in a better position than we are to judge General Franco's probable political orientation after the Spanish Civil War is over, and the reasons for it, but, omitting such considerations for the moment, strong arguments can be adduced to show that the Insurgent Government is heavily indebted to Italy.
