222 1. Object. The object of this paper is to examine the Nazi and Fascist party organisations in British Territory, to point out the dangers which the British Empire incurs by harbouring these organisations and to recommend, with special reference to Great Britain, certain measures which should be taken to counteract them. 2. General. Germany and Italy have both adopted somewhat similar measures to ensure that those of their own nationals who reside abroad will be securely bound to the service of the totalitarian State.
