The report describes the organisation of SOE and its scope of activities; the need for reorganisation, and the difficulty of doing so, especially in SOE subsections abroad; the difficulty of recruiting high-quality personnel; the perceptions of SOE’s usefulness amongst other departments of the government; the value of SOE’s work to the war effort; SOE’s role overseas, and relations with Allied countries; communications problems; the financing of SOE; the equipment used by the organisation; and the number of personnel employed in the various branches.
