SECRET SECRET accordingly invite the J.I.C. to endorse the principle of absolute silence where any question of the adequacy of the security arrangements in, or of the withholding of information from, Australia, or any other Dominion, is concerned, and propose that the J.I.C. ruling in this sense, if it is given, should be brought to the notice of all concerned for their future guidance. -2SECRET SECRET.
