COPY 1. (i) OPC might be interested in defectors with propaganda value even though without intelligence value. Such defection might be most useful. NOTE: OPC might favor using defectors from all Communist run countries even though some of the defectors might be of comparatively low rank in the military economic or administrative set-up because wide publicity regarding defection might improve morale of anti-communists and might undermine Communist morale --as FBI infiltration in Communist ranks in the U.S.
