Annual Review of Existing Service Attache Posts

SECRET MR. CAIRNCROSS said that he fully realised the importance of intelligence on Iron Curtain countries, but he was not entirely happy about the number of Service Attaches we maintained in those countries. Considerable pressure was being exerted by higher authority to make cuts in the establishments and he would like more specific evidence of the value of results being obtained in order to justify the expenditure. He was not convinced that there was sufficient work to occupy two attaches for each Service in Warsaw.
