Downgrading and Declassification of Documents We are receiving almost daily requests from various U.S. security agencies for the downgrading or declassification of numerous reports on a wide variety of subjects including those which are of combined or joint interest. The Americans employ full-time staffs who make a continuous review of classified documents and adhere fairly strictly to the combined agreement which exists between themselves and the British (see para 17 of Enclosure "A" to C.C.S.
