Disclosure of Anglo-American Classified Information to Third Parties

(b) As regards Category 'C' subjects, it was agreed to adopt the Joint Services Mission proposals as outlined in paragraph 7 of their minute and to seek American agreement that this Category should contain in the first instance all subjects which were classified as Confidential or Restricted. Agreement was also expressed with the Joint Services Mission view in paragraph 8 that the Kibler Organisation should not act as agents for the United States Chiefs of Staff. (c) It was agreed that Combined machinery for clearing all requests for disclosure of information in Category 'B' to third parties should be situated in Washington and that the Joint Services Mission should be invited to make arrangements accordingly.
