Since the final responsibility rests with the Heads of Departments, these comments should be in the form of suggestions, to assist in checking. It was hoped that actual prohibitions would be reduced to the minimum. The Heads of Department would be warned that Security comments would be sent during the first fortnight in which the typscripts were in their Departments. May I please be informed by telephone of your endorsement of this procedure, after which I will place the time-table referred to in (ii) above on the agenda of a meeting of the Committee (Deputy Directors (O & S)) when received.
