5. Another possible danger in connection with the establishment of a Federal Security Bureau, as opposed to the Security Bureaux in each Land, is that the Americans have set up an intelligence organisation, known as "Rusty", consisting of a number of right-wing nationalist and experts from the old Abwehr, which it is believed may be thoroughly penetrated by the Russian Intelligence Service. There is a possibility that it might be suggested by the Americans that this organisation should form the nucleus of a German Federal Security Bureau.
