TOP SECRET JPC 49 (5) JOINT INTELLIGENCE IN NEW ZEALAND A REPORT BY THE JOINT PLANNING COMMITTEE INTRODUCTION: 1. On 23 Feb 49 Cabinet approved the establishment of a Joint Intelligence organisation on the basis recommended in COS (48) P5. This present paper is a report on the organisation, objectives and tasks of the Joint Intelligence machinery now to be established. ORGANISATION: 2. Joint Intelligence activities in New Zealand will be undertaken by:(a) The Joint Intelligence Committee. A part-time body consisting of the Service Directors of Intelligence with a representative of the Department of External affairs and the officer-in-charge of the Joint Intelligence Office, responsible to the Chiefs of Staff and the Secretary of External Affairs.
