CIRCULAR TOP SECRET AND PERSONAL LETTER CONCERNING INVITATIONS RECEIVED FROM RUSSIANS It has recently been brought to the notice of the Joint Intelligence Committee that officers of the Soviet Embassy in London have been issuing personal invitations to senior officers in the Ministry of Supply and the three Services who are in touch with technical matters. A recent example was the receipt by a senior officer connected with the development of Guided weapons, of three separate personal invitations from Russian officers whom he had never met.
