As for as the activities of the O.S.S., O.W.I., F.C.C. and B.E.W. were concerned, General MARSHALL, while pointing out that those organizations must remain under General STIIWELL's control, suggested that the liaison committee should investigate where needed, and recommend solutions of inter-allied problems to the AngloAmerican Commanders on the ground. 4. General MARSHALL's proposals were submitted (Annex 5) to INDIA for their comments.
