Wavell's note of 21 May were considerably modified as regards the "integration" of the various non Service quasi intelligence organisations. I agreed to these modifications after considerable discussion, my principal grounds for hesitation being doubt, which I still feel, whether in practice General Stilwell's control oven O.S.S., O.W.I.
